Europe’s artificial intelligence capabilities face a bottleneck unrelated to chips or code. The main issue is a skills gap. Every major technological shift alters which skills hold value rather than simply replacing workers. AI follows this pattern.

Instead of eliminating jobs, the technology transforms the tasks within occupations. This transformation creates three key changes: new AI-related skills emerge, uniquely human abilities become more important, and routine competencies decline. The growing divide between available and needed skills now represents Europe’s most pressing economic challenge.

As AI grows cheaper and more accessible, human capability—not technology—has become the scarce resource. Nearly 80% of European small and medium-sized enterprises struggle to find skilled workers. Only one-third of the continent’s workforce feels prepared for these shifts. These shortages already slow innovation, with 77% of firms citing skills gaps as a barrier to long-term investment. The European Commission now lists them among the top obstacles to Europe’s competitiveness. In this era, investing in skills is no longer just an education issue—it is central to economic strategy.

Europe has taken steps to address the problem. The five-year European Skills Agenda moves beyond one-time retraining to emphasize lifelong learning. One of its core programs, the Pact for Skills, unites employers, educators, and governments to coordinate large-scale upskilling across industries. The European Centre for the Development of Vocational Training (CEDEFOP) leads global efforts in forecasting future skill needs through labor-market analysis. Meanwhile, Article 4 of the AI Act makes AI literacy a requirement for organizations using such systems.

The next phase of policy must focus on three developments. First, AI skills are in high demand. These competencies offer wage premiums and better job prospects, especially for older workers and those without advanced degrees. Many of these skills are now acquired through workplace training and certifications rather than traditional education, increasing the value of flexible learning pathways.

Second, human capabilities grow more important as AI handles routine tasks. Communication, leadership, creativity, and ethical judgment become even more valuable when technology performs basic analytical work. Third, routine skills face decline. Tasks like code review, document drafting, and presentation preparation—common in junior roles—are most vulnerable to automation. If companies cut these positions for short-term savings, they risk weakening their future talent pipeline.

Firms may assume eliminating junior roles saves money, but this approach harms long-term growth. Without entry-level opportunities, the economy loses the apprenticeship system that develops senior expertise. An overemphasis on immediate efficiency could leave the market without workers capable of mastering complex AI workflows.

Europe’s strategy should reflect these realities. AI skills must become widely accessible through lifelong learning, workplace training, and recognized micro-credentials. Certifications provide a clear labor-market signal, so policy should expand support for flexible learning alongside formal education. Second, Europe must invest equally in human capabilities and technical AI skills. These competencies develop best in workplaces, making public-private partnerships essential. Programs like the Pact for Skills should help small and medium-sized enterprises build both AI expertise and human know-how. Finally, Europe must protect pathways into expertise. Instead of allowing AI to eliminate entry-level jobs, policymakers should encourage firms to redesign these roles for faster learning, earlier responsibility, and quicker domain mastery.

Europe cannot secure its position in AI through regulation or subsidies alone. Success depends on creating the world’s most adaptable labor market. AI should not replace the next generation of experts—it should help develop them.
